# Nepal Payroll Cut-Offs: An Input-to-Approval Workflow

![Payroll workflow diagram linking Inputs, Approval and Evidence.](https://digitalconsultingventures.com/hubfs/03.svg)

A salary change arrives after the payroll calculation has been approved. The overseas manager assumes it will be included; the processor assumes the approved version is final. Unless someone records the exception and resolves its treatment, both may believe the other owns the decision.

A Nepal payroll cut-off workflow should connect each input to a named owner, approval and final evidence. The model below is an operational planning aid. It does not prescribe a legal payday, contribution rate or filing deadline; confirm those obligations for the actual arrangement with the responsible qualified adviser.

## Plan backwards from an agreed, lawful payday

Use “P” for the agreed lawful payday. Work backwards through bank processing, authorisation, review, calculation and input collection. The required intervals depend on the banking channel, approval coverage, holidays and applicable obligations. Write the actual dates into each month's calendar after those dependencies are checked.

Define the version being approved. A payroll file should have a cycle, preparation timestamp, preparer and clear status. An email saying “approved” is ambiguous if there are three spreadsheets with similar filenames. The approver needs access to the same identified version that will be released.

| Stage | Owner to name | Required input | Date to agree | Evidence to retain | Late-change treatment |
| --- | --- | --- | --- | --- | --- |
| Collect changes | HR or designated manager | Authorised joiner, leaver, pay and absence changes | Before calculation | Source, effective date and approver | Log and assess the affected cycle |
| Calculate | Payroll preparer | Validated inputs and applicable rules | Before review | Versioned calculation and exceptions | Recalculate affected outputs when approved |
| Review variances | Independent reviewer | Current and prior-cycle totals | Before authorisation | Explained differences and resolved queries | Repeat affected checks |
| Authorise and release | Authorised approver and bank operator | Identified final version | Allow bank processing time | Approval and bank status | Use the authorised exception route |
| Reconcile | Finance or payroll owner | Payment and applicable submission records | After each relevant event | Settlement, rejected items and submission evidence | Assign unresolved items and follow-up dates |

## Give late changes an exception route

For the fictional salary-change example, record when the request arrived, its effective date, who authorised it, which version has already been approved and whether funds have been released. The responsible payroll adviser and authorised manager must determine the lawful treatment. A late input does not automatically justify deferring an employee's pay to the next month.

If a revision is required, identify the superseded version, recalculate affected items and repeat the relevant review and approval. If funds have already moved, preserve that fact rather than editing the original record to make it look as though the change was always included. Explain the resolution through the organisation's approved employee communication route.

## Separate submission from completion

A bank file being submitted is different from funds reaching an employee. Record rejected or pending transactions separately. [Nepal Bank's corporate e-banking manual](https://nepalbank.com.np/storage/download/1615785951_NBL_Corporate_Manual_Express_Banking.pdf) illustrates initiation, approval and status functions in one bank's system; it does not establish the workflow for every bank.

Similarly, an amount deducted in payroll is not by itself proof of a completed contribution submission or credit. The official [SSF employer portal](https://sosys.ssf.gov.np/EmpPortalHome.aspx/1000) exposes collection, contributor and submission-status reports. Ask the responsible processor which records demonstrate completion for the applicable obligation.

## Close the cycle with an unresolved-items list

Keep one register containing the exception, employee reference, amount if needed, owner, authorised action, due date and closure evidence. Restrict access to people who need the personal payroll data. Management reporting can often use totals and exception counts without copying employee details into broad email threads.

Before the next cycle, review repeated causes: late manager decisions, missing source records, unclear bank roles or approval windows that fall outside someone's working hours. Adjust the operating calendar without silently changing contractual or statutory obligations.

Use DCV's [Nepal payroll service page](https://digitalconsultingventures.com/payroll-outsource-nepal) to frame a discussion about your current input, approval and reconciliation responsibilities. Bring the existing calendar and one redacted exception so the scope can be made concrete.
