# Recruitment in Nepal: Build a Brief You Can Hire Against

![Role brief diagram linking Outcome, Evidence and Decision.](https://digitalconsultingventures.com/hubfs/01.svg)

A brief that asks for someone “proactive and good with systems” leaves the recruiter to choose what those words mean. For Nepal recruitment, start with one output your business needs and the evidence that would show a candidate can produce it.

Take an operations coordinator. A useful brief should let the manager explain what a good weekly output looks like, let the recruiter recognise relevant evidence, and let candidates understand the work. A role-to-evidence map gives all three a shared reference before the first CV arrives.

## Start with the work you need someone to own

Start with a recurring task. Replace “support customer operations” with “prepare a weekly customer-issue digest that separates unresolved cases, recurring causes and decisions needed from the manager.” Name the reader, the source records and the reviewer. You now have an output someone can demonstrate, rather than a personality description to interpret.

Next, separate what must be present on day one from what you will teach. Reading customer messages accurately may be essential from the start; learning your ticket system may be part of onboarding. Put those in different columns so a familiar software name does not stand in for evidence of capability.

The US Office of Personnel Management's [job-analysis guidance](https://www.opm.gov/policy-data-oversight/assessment-and-selection/job-analysis/) connects tasks, competencies and selection decisions. That general assessment principle is useful here; it is not guidance on Nepal employment law.

## Turn the brief into evidence you can assess

Here is a fictional operations-coordinator brief. Read across each row: the business outcome leads to a task, the task requires a capability, and the assessment asks for evidence of that capability. Adapt the thresholds to the actual role.

| Business outcome | Recurring work | Required capability | Assessment evidence | Quality threshold | Decision owner |
| --- | --- | --- | --- | --- | --- |
| A usable weekly issue digest | Review and classify tickets | Read for meaning and distinguish issues | Sanitised 12-ticket exercise | Explain classifications and unresolved questions | Operations manager |
| Exceptions reach the right person | Flag cases outside the role's authority | Recognise decision boundaries | Explain two ambiguous scenarios | Identify the limit and a sensible escalation | Customer-service lead |
| Records remain traceable | Record the source and status of each issue | Careful documentation | Annotated sample digest | A reviewer can trace each item to its source | Operations manager |

Keep the assessment small and relevant. Use fictional or properly sanitised data, give comparable instructions, and accommodate legitimate accessibility needs. Do not turn an assessment into unpaid production work or score personal characteristics unrelated to the role.

## Agree what a strong answer looks like

An illustrative 0–2 scale makes the judgment easier to discuss: 0 means essential evidence is missing; 1 means the candidate spots the issue but needs support; 2 means they spot it and explain an appropriate next step. Write a sample answer for each level before interviewing. Keep critical capabilities visible individually, so a high total cannot conceal a missing requirement.

Ask candidates the same core questions and retain job-relevant notes. OPM's [structured-interview guidance](https://www.opm.gov/policy-data-oversight/assessment-and-selection/structured-interviews/) supports predetermined questions and consistent rating standards. Leave room for candidates to explain their reasoning; consistency need not mean a rushed interrogation.

## Check the brief before you ask for CVs

A brief should name the supervisor, expected working-hour coverage, equipment and access owners, and the person who approves exceptions. State what remains with the manager: prioritisation, commercial commitments and decisions outside the employee's authority. Ask whether someone will actually be available to review the early work.

Before sourcing, ask the recruiter and manager to explain independently what would earn a shortlist. Compare their answers. If one is looking for confident conversation and the other needs careful record-checking, resolve that difference in the brief. After assessment, record the criteria supported by evidence and the questions that remain open.

Choose one weekly output and complete its row first. Then use DCV's [recruitment and HR services in Nepal](https://digitalconsultingventures.com/recruitment-in-nepal) to discuss who will source candidates, assess that work and supervise the person after hiring. The brief should make those responsibilities visible before the shortlist lands.
